Wildlife Culture Permit Application

As provided in Section 17 of the Republic Act No. 9147, breeding or propagation of wildlife for commercial purposes shall be allowed through the issuance of Wildlife Culture Permit (WCuP). In this regard, the following are the requirements in applying for WCuP, as provided under Section 5 and 9 of DENR Administrative Order (DAO) No. 2004-55 dated August 31, 2004:

  1. Certificate of Non-Coverage (CNC) from DENR-EMB Regional Office and
  2. Duly accomplished WCuP Application Form with two (2) recent 2″x2″ pictures; For submission together with the rest of the required documents to your DENR Regional Office – Licenses, Patents and Deeds Division (LPDD).
  3. Copy of Certificate of Registration from appropriate government agencies such as the Security and Exchange Commission (SEC) for Corporate Farming and Cooperative Development Authority (CDA) for Cooperative Farming.
    • Board Resolution authorizing application of Wildlife Culture Permit (WCuP) to the DENR Regional Office.
  4. Wild Flora Propagation Plan.
  5. Proof of scientific expertise (list and qualifications of manpower); Training/Seminar Certificate from Putz Agarwood Farm Corp.
  6. Location Map of Farm/Nursery or Laboratory/Propagation Facility (Site Development Plan from Licensed Architect/Engineer)
  7. Letter of commitment to simultaneously undertake conservation breeding and propose measures for rehabilitation and/or protection of habitat for the indigenous threatened species;
  8. Prior clearance from the affected communities – Barangay Clearance and Mayors’ Permit
  9. Proof of Legal Existence (Business Permits)
  10. Financial Plan showing financial capability to go into commercial propagation
  11. Inventory/Iist of Plant Stock (From Putz Agarwood Farm / Aetherial Natural Oils)
  12. Payment of permit and application fee to the DENR Regional Office in the amount of PhP 2,500.00 and PhP 500.00 respectively.

DENR Regional Office through Licenses, Patents and Deeds Division (LPDD) will inspect the Nursery/Plantation site and invite you to present the Agarwood Propagation Plan during the Regional Wildlife Management Committee Meeting (RWMC) held every quarter.

Putz Agarwood Farm Corporation will be there for you to assist the whole process of getting the Wildlife Culture Permit.

Upon approval, you are required to submit quarterly report on the status of the trees and inventories.

NOTE: those previously registered under Private Tree Plantation Registration (PTPR) must secure a WCuP.
